TOWN OF HARTWICK

WATER COMMISSIONERS’ MEETING

MONDAY, OCTOBER 22, 2001

 

 

           The regularly scheduled meeting of the Town of Hartwick Water Commissioners was held at 7:00 PM on Monday, October 22, 2001.  All council members were present with the exception of Kathleen Chase.  Additionally, Richie Field was present.

 

           Mr. Field moved to accept the minutes of the September 5, 2001 meeting as corrected and the minutes of the October 4, 2001 emergency meeting as read.  Mr. Butler offered the second and the motion carried with all votes aye.

 

OLD BUSINESS:

 

·        Mr. Butler moved to rescind his motion made at the September 5, 2001 meeting regarding the asbestos removal by AVALA.  Ms. Balcom offered the second and the motion carried with all votes aye.

·        Jeff Thorn told Mrs. Niedzialkowski that he would accept $3,700 for the land that the town wants to use for the reservoir tank and will take the old reservoir tank.  The Town will get a right of way to the land.  Mrs. Green suggested that the land be surveyed.  Mrs. Niedzialkowski will get a surveyor to do this job.

·        Standard Insulation Company is coming on October 26 to give a price on the insulation at the new pumphouse at Fire Hall #1.

·        The pump has been installed at the Creamery and the hydrants will be flushed on October 24 at 10 PM.  Following the flushing of the hydrants, the new pump will be turned on.

·        Richie Field stated that Layne, the company who installed the new pump, said a hatch should be put on the pump at Fire Hall #1 in case that pump ever needs to be pulled.

 

NEW BUSINESS:

 

·        Steve Winkley of NYS Rural Water was present to give an update on his GIS.  He presented maps with water, well, and aquifer detail.  Questions were raised as to the cumulative effect of the development on the Route 28 corridor.  Mr. Winkley stated that to do a cumulative test means an aquifer model must be generated.  This requires a lot of work with the US Geological Society and/or private consultants in conjunction with the land owners and developers, and the cost may reach beyond the $100,000 mark.  At this point in the study, the USGS has no more information that NYS Rural Water.  Steve figures he will have 2-3 more months of work on this project and will attend the January meeting to propose his ideas and concerns for protection of the water on the Route 28 corridor.

·        Mr. Field stated that a flow test should be done on the hydrants to find out where and how much plugging/blocking is in the mains. The Fire Department should have this information.

·        Mrs. Telfer stated that the water relevy is due in November.  Last date for payment of water bills is October 31, 2001.  New bills for the December-May period will be issued on November 15, 2001.

 

There being no further business, the meeting was adjourned at 8:15 PM on a motion by Mary Balcom and a second by Carol Niedzialkowski.  All votes aye.
