Planning Board — Tuesday, December 10, 2001

The regularly scheduled meeting of the Town of Hartwick Planning Board was called to order at 7:00 PM on Tuesday, December 10. The pledge to the flag was conducted. All were present with the exception of Orrin Higgins, who had an excused absence.

Mr. Kelly moved to accept the minutes of the November 13, 2001 meeting as read. Mr. Thering offered the second and the motion carried with all votes aye.

There will be a joint meeting of the Town Board and Planning Boards of the Town of Hartwick on Monday, February 18, 2002 at 7:00 PM at the Town Hall. The purpose of this meeting will be to discuss pending changes to the Town's sign ordinance and proposed vendor's permits.

A letter was received from Dave West of the County Codes Office stating that the Woodbeck property on County Route 11C has been condemned and is scheduled for a controlled burn by the Hartwick Fire Department Company #2.

Bob Covert submitted a letter stating that he will not accept reappointment to the Planning Board upon the completion of his term as of December 31, 2001. Mr. Kelly thanked Mr. Covert for his innumerable years of duty and service to the Town of Hartwick and the Planning Board.

Mr. Einhorn has sent the first of his six scheduled payments for costs incurred by the Town on the behalf of his Baseball World Project. Mrs. Telfer gave a brief update of the developer bills still outstanding with the Town.

Mulligan Site Plan Review

Robin Mulligan was present to offer her site plan for three one-bedroom residential cabins (temporary residences) for overnight lodging, with one parking spot each. The cabins would be 14'w x 12'h x 20'l. A proposed septic system of 1,250 to 1,500 gallons was discussed. Mrs. Mulligan stated that the cabins are for the betterment of her business and there will be no more expansion after these three are built. Fred Dykstra, an adjacent land owner, stated that the property was sold to the Mulligans for a horse farm, not for commercial activity. Mr. Ingalls stated that the deed restrictions include only "no trailers". The Dykstras did state that the Mulligans kept their property immaculate. Mrs. Mulligan stated that she had sent letters to the area landowners with her proposal in hopes that they would come to the meeting to voice their opinions. Mr. Dykstra was the only landowner who came, and no other correspondence was received regarding this project. Therefore, Mr. Hotaling moved to accept the project with the contingency that septic plans must be produced and that no more than three new cabins and a utility building to house the water pump be built. Further, the public hearing will be waived due to the lack of response in correspondence or in person of those notified prior. Mr. Covert offered the second and the motion carried with all votes aye.

There being no public comment and no further business, the meeting was adjourned at 7:30 PM on the final motion on behalf of the Planning Board of Bob Covert, and a second by Ken Hotaling, with all votes aye.

Respectfully submitted,
Joanne M. Telfer
Planning Board Intake Clerk
